Where do Toronto rental buildings fail their inspection?

Across 3,587 evaluated Toronto rental buildings, building exterior and parking areas are the two most frequently flagged categories, appearing at 2,272 and 2,036 buildings respectively. Both are concrete and waterproofing categories. Both sit in the programme’s high-risk group.
We pulled the City of Toronto’s published RentSafeTO evaluation data and worked through it building by building: 6,435 evaluations, covering 3,587 unique addresses, containing 31,493 individual inspection items scored 1 or 2. Of those items, 13,925 fall in the scope of concrete, coating and drainage work, spread across 3,523 buildings.

Which categories are cited most often?
The most-cited categories are dominated by exterior and structural items rather than by interior or mechanical ones. Counts below are buildings affected, with buildings scored 1 — the most serious grade — in the second column.

Building exterior alone appears at roughly 63 per cent of evaluated buildings. That is not a handful of neglected properties — it is most of the rental stock in the city carrying a recorded deficiency on the wall face.
The two findings that stand out
Two rows in that table behave differently from the rest, and both are worth reading twice.
Interior handrails and guards, assessed for safety: 495 of 660 buildings scored 1. That is the worst failure ratio anywhere in the dataset. Three quarters of the buildings cited for it did not get a moderate finding — they got the most serious one available.
It is a comparatively uncommon citation by volume, and a brutal one when it lands. It is also a life-safety item, which means a short compliance clock rather than a leisurely one.
That finding lines up exactly with what we see on site. A handrail that moves under load has usually been moving for two or three winters, and by then the concrete around the anchor has cracked apart from the inside — the metal and the concrete expand at different rates, a gap opens, water gets in and freezes. So an officer arriving at that railing is not looking at a loose bolt. They are looking at a guard with no sound concrete holding it, which is precisely why it scores at the severe end.
State of good repair plan: 318 of 364 buildings scored 1. An even worse ratio, and a different kind of problem. The five-year capital plan is a required document, so a building either has one or it does not, and there is no partial credit for a thin one.
A building with no capital plan is a building with no scoped work and no contractor lined up. From a property manager’s side, that is arguably a better conversation to have than a defect call, because it is the cheapest point on the whole sheet to recover — and building the plan surfaces the repairs before an officer does.
Are buildings getting better or worse between inspections?
Across the buildings we analysed, 1,058 got worse in concrete and waterproofing categories between one evaluation cycle and the next.
That is the number that should shape a maintenance budget. Deferring an exterior repair is not a decision to hold the building steady for two years — it is a decision to have a worse item scored next time. Freeze-thaw damage compounds, because a cracked, saturated wall absorbs more water each winter than it did the winter before.
A rough marker for how fast this runs: about one hundred freeze-thaw cycles is equivalent to twenty-five years of wall life, and a sun-facing elevation collects those cycles considerably faster than a shaded one. Two walls of the same building genuinely do age at different rates.
What is behind a “parking areas” score?
A parking areas score of 1 covers a wide range of physical conditions, and the published data does not separate them — there is a single score for the category rather than individual items for slab, walls, columns and ceiling.
In practice the deficiency is one of a short list: cracked or spalled slab, a failed traffic coating or polyurea membrane, leaking expansion joints, deteriorated column bases, or water coming through the deck above into the garage below.
On one of the City-inspected rental properties we worked through this year, the membrane under the asphalt at the parking deck had let go. Water was tracking from the exposed deck straight into the garage underneath. Lifting the asphalt showed bare delaminated concrete with remnants of the old membrane still stuck down and visible cracking through it. A thermographic scan showed a large cold area reading blue — saturation, or a crack beneath. The volume of water coming through said the crack was a big one.
The repair sequence was concrete repair and crack filling first, membrane second. In that same scope the City had separately ordered the asphalt itself repaired, which is the same failure chain running the other way: cracked asphalt drives water into the membrane below and the membrane fails quickly after that.
Roughly twenty feet wide, a couple of feet deep, isolated to a joint and the concrete either side of it. One item in a much larger scope — but it is the item that would have kept scoring against the building every cycle until somebody opened it up.
What the data does not tell you
The published evaluation data records category names and a score from 1 to 3. It does not include the inspector’s written wording, so it will not tell you what phrase was used about your building’s wall.
It also does not distinguish an underground garage from a surface lot within the parking areas category — that has to be inferred from the building’s registration record. And it says nothing about cost.
What it is genuinely good for is priority. If your building is in the 63 per cent carrying a building exterior deficiency, you already know which wall an officer will be looking at, and roughly what they will be looking for.
Where to start
Take the top five rows of that table and walk them in order: the wall face, the parking areas, the stairwell landings and steps, the exterior walkways, and every handrail and guard on the property.
Give the handrails a disproportionate share of your attention relative to how common the citation is, because the severity ratio says that when it goes against you, it goes against you hard. And confirm your five-year capital plan exists before anything else, since it is one score you can fix this week at no material cost.
