$4 million or $500,000: how one condo board decided on its garage joints

A condo board had two proposals for the same leaking garage joints: four million dollars, or five hundred thousand. They assumed the cheap one was too good to be true. Then someone asked the engineer a question.
A GTA condo board once had two options in front of them for the same leaking parking garage expansion joints. Excavate the deck from the top for a budget of roughly four million dollars, or inject the joints from inside the garage for roughly five hundred thousand. The board’s first instinct was that the cheaper proposal must be worse. The conversation that followed is the clearest illustration we have of how these two methods actually compare — and it turned on a question about warranty.
Both figures cover the same large section of that garage, not a single joint. One 20-foot joint on its own is a much smaller number — in the range of six to ten thousand dollars — and that’s worth knowing before anyone assumes a garage joint problem is automatically a capital project. These are figures from real GTA condo work, not a price list.
Why were the two numbers so far apart?
The four million dollar figure was the consulting engineer’s total budget for a top-side repair: dig up everything sitting on the deck, haul it away, blast off the old membrane, install a new one, and restore the surface. On a condo deck that means the sod, the walkways, the planters, whatever was there.
About 70 percent of that number is not waterproofing. It’s excavation and restoration — getting down to the membrane and putting the world back afterward.
The five hundred thousand dollar figure was for negative-side injection across that same large section of garage: sealing the joints from inside, in a temporarily closed area, with nothing on the deck disturbed. Same joints, same problem. The work just happens from underneath.
That’s the entire difference. Not a cheaper crew, not a lesser material.
The question that changed the room
The engineer’s objection was warranty. He asked how much warranty an injection repair could carry, and whether it was a hundred percent effective.
So the same question went back to him: is a top-side repair a hundred percent effective?
He said no.
That’s when the board got genuinely annoyed — four million dollars and no guarantee the leak stops. The engineer’s reason was honest and worth repeating, because it’s the strongest argument against the method he was recommending. He didn’t know every place the membrane and the joint had cracked. The excavation was going for a broad area, not a diagnosed failure point. And disturbing soil that has sat undisturbed for fifty years can create problems that weren’t there before.
The argument that settled it
If both methods carry a similar success rate, then five hundred thousand against four million isn’t a quality comparison. It’s the same expected outcome at a completely different cost and a completely different disruption.
The engineer agreed both approaches were very likely to fix the issue, with the caveat that sometimes more work is needed either way.
Which leads to the part boards find most useful. Injection addresses the leak head-on: water is coming out here, so resin goes in here and chases it back to where it entered. And if a joint doesn’t seal the first time, it can be injected again — four or five times, in different places — and still cost far less than a single top-side excavation. It also doesn’t have to be paid in one go. Each joint is its own 20-foot span at roughly six to ten thousand dollars, so a board can start with the worst ones and spread the rest across budget years.
Doing it in reverse in many places is likely to be more effective long-term than one broad repair from the top, because each injection is aimed at a leak you can actually see.
The board and the engineer agreed. It’s a practical argument, not a clever one.
What does this mean for how you read two quotes?
A quote that comes in dramatically lower than another isn’t automatically thin. Ask what physical work each price is buying.
On garage expansion joints, the gap is usually excavation. One price includes removing and rebuilding everything on the deck; the other doesn’t, because it works from the other side of the slab. That’s a scope difference, not a corner cut. The useful question for a board isn’t “why is this one cheap” — it’s “what is the expensive one buying that the cheap one isn’t, and do we need it?”
Sometimes the answer is that you do need it, because the membrane is finished across the whole deck. We’ve laid out when each approach is the right call.
What should you bring to your board?
Before either number goes into a reserve fund study, get the failure diagnosed. A leak diagnosed at its source can be priced as a targeted repair. A leak that hasn’t been diagnosed gets priced as a full deck, because that’s the only safe assumption an engineer can make.

On expansion joints the gap is almost always excavation. A top-side repair includes removing everything on the deck, stripping the membrane, and restoring the surface — roughly 70 percent of the cost. Negative-side injection works from inside the garage and skips all of it. It is a scope difference, not a quality difference.
Should a board be suspicious of a much cheaper waterproofing proposal?
A board should ask what physical work each price buys, not assume the lower number is thinner. On one GTA condo, a $500,000 injection proposal and a $4 million excavation proposal addressed the same joints with comparable success rates. The cheaper approach simply did not include digging up and rebuilding the deck.
How much does it cost to repair one parking garage expansion joint?

Because each pass is relatively inexpensive, a joint can be treated four or five times and still cost far less than a single top-side excavation. That repeatability is a large part of why the approach works financially for condo boards.
